About Us
HMA serves as an academic, social, and professional support network for its members, as well as a service organization for the community.
Our members are comprised of MDs, DOs, residents, and medical students who are committed to addressing the special health needs of the Hmong community.
HMA is an official 501(c)(3), registered with the state of Minnesota.


Our Mission
The mission of HMA is to promote a fellowship of physicians to support and advance health, wellness, medical education, advocacy and community service.
One of our goals is to build a broad and connected network of medical professionals—including MDs, DOs, and medical students—who are passionate about improving the health of the Hmong community. While we are based in Minnesota, our membership extends across the United States, with a vision of growing globally in the future.
Our short term goals are to provide CME training, community education, networking opportunities, and scholarship awards.
Our long term goals would include preparations for medical mission trips to Southeast Asia.


Dr. Umeng David Thao, M.D., Plastic Surgeon
Dr. Thao is a board-certified plastic surgeon and the Founder, Owner, and Medical Director of Woodbury Plastic Surgery in Woodbury, Minnesota. He completed his Plastic Surgery Fellowship at Summa Health Systems in Akron, Ohio, and his General Surgery Residency at St. John Hospital and Medical Center in Detroit, Michigan. He earned his Doctor of Medicine from the University of Minnesota Medical School and his undergraduate degree from Brown University.
With over two decades of clinical experience, Dr. Thao is recognized as a leader in his field and has been consistently named a Mpls.St.Paul Magazine Top Doctor for over a decade. Dr. Thao has a lifelong commitment to serving the Hmong community. From early work providing care and health education to Hmong families, to his current role as Board Chair of the Hmong Medical Association, he remains deeply dedicated to advancing health equity, promoting education, and mentoring future generations of Hmong healthcare professionals.
Through his leadership, Dr. Thao continues to champion initiatives that empower the community with knowledge, access to care, and opportunities for growth—building a healthier and stronger future for generations to come.

Dr. Mai Ly Thor, M.D., is a family medicine doctor in St. Paul, MN. She graduated from American University of the Caribbean School of Medicine. She completed residency at Aurora St. Luke's Medical Center in Milwaukee, WI.
TREASURER
Shoua Theresa Thao Kalugdan, M.D., MPH, Family Physician
After graduation from Brandeis University, Dr. Thao Kalugdan completed her Masters of Public Health at Yale University and pursued her medical degrees from De La Salle University School of Medicine. Currently she is a family physician at HealthPartners in Stillwater, Minnesota.
OFFICERS
Dr. Casey Yang
Dr. Lucky Vang, D.O., is a practicing general surgeon and associate professor for the M Health Fairview system in the Twin Cities. He currently specializes in minimally invasive robotic surgeries and endoscopies. After graduating from Union College in Schenectady, NY, he went on to receive his medical degree from Touro - College of Medicine in New York City. He completed his general surgery residency from Henry Ford and Beaumont Hospitals in Detroit, MI in 2020.
Dr. John Moua, M.D., is a pediatric pulmonologist and currently serves as the Chief Medical Officer for Community Health Partners in Fresno, California. He received his medical degree from UC Davis in 2006 and completed his pediatric residency at UCSF Fresno in 2009. Dr. Moua subsequently completed a fellowship in Pediatric Pulmonology at UC Irvine in 2012.
Dr. Joseph Kalugdan, M.D., is a Family Medicine Physician in Minnesota. He received his medical degree from De La Salle University and completed his residency training in Family Medicine at the University of Minnesota Broadway Family Medicine Program.
Dr. Maisee Lor, D.O., is a dedicated board-certified family medicine physician. She graduated from Oklahoma State University College of Osteopathic Medicine in 2015 and completed her residency at Henry Ford Health Providence Family Medicine in Southfield, MI in 2018."
Dr. Teng Moua, M.D., is an Associate Professor of Medicine in the Division of Pulmonary and Critical Care at Mayo Clinic, Rochester Minnesota. He is a clinician-investigator with a focus in interstitial lung disease.
Dr. Tou Sue Vang, M.D., is an ABFM board certified family medicine physician currently practicing in Stillwater, Minnesota. He completed medical school at the University of Minnesota in 2009 and completed his residency training at St. Joseph’s Hospital Family Medicine Residency Program in St. Paul, Minnesota in 2013.
Dr. Xeng Xai Xiong, M.D., is a family physician and faculty for Valley Health Team Family Medicine Residency Program in Fresno, California. He graduated from Ross University school of Medicine in 2021 and completed his residency training with Valley Health Team.
